Air Quality Self-Measurement

Self-measurement definition
  • When the businessman operates the discharge facility, the pollutant shall be measured, or shall be recorded as required by the measuring agent pursuant to Article 16 of the Environmental Test and Inspection Act, and the results shall be preserved as provided under the Environment Ministry Ordinance.

Subjectsㆍitems and methods of self-measurement (Article 52.3)
Sort Size by outlet
(Total of dust, sulfur oxides and nitrous oxide)

Workplace that does not auto-send to control center. Workplace that does not auto-send to control center and TMS uninstalled site. Workplace that auto-send to control center and TMS installed site.
Type 1 outlet Outlets with a total annual emission of over 80 tons At least once a week At least once every two weeks At least once a month Air pollutants subject to the emission acceptance criteria according to the appendix 8. However, it excludes dust scattering.
Type 2 outlet Outlets with a total annual emission of not less than 20 tons and not more than 80 tons At least twice a month At least once a month At least once every two months
Type 3 outlet Outlets with a total annual emission of not less than 10 tons and not more than 20 tons At least once every two months
Type 4 outlet Outlets with a total annual emission of not less than 2 tons and not more than 10 tons At least once a half-year
Type 5 outlet Outlets with a total annual emission of less than 2 tons At least once a half-year
  • In the event that certain air pollutants above the standard pursuant to Appendix 8-2 are emitted from outlets of Type 3 through 5, the contaminants shall be self-measured at least twice a month, notwithstanding the table above.
  • Workplace that is exempted from preventive facilities installation can omit Self-measurement of the facility.
  • Self-measurement of sulfur oxides among the measurement items can be replaced by sulphur content analysis table of the fuel if the measured facility uses only fuel oil including heavy oil.
  • Facilities where only dust is emitted from air pollutants, discharge facilities installed in accordance with Appendix 4, No. 5 can be measured at least once every half-year, regardless of the size of the facility, and workplaces(twice a month) that have installed prevention facilities other than gas filter can be measured at least once every two months.
  • The period of initial self-measurement of new discharge facilities shall be applied from the next cycle (week, month, quarter and half) based on the date of operation of the discharge facility.
  • Self-measurement of nitrogen oxides may be omitted if a combustion-controlled facility ((Low-NOx burner) is installed in an discharge facility that the municipal or provincial governor has admitted that nitrogen oxides are always discharged below the emission acceptance criteria pursuant to Article 16 of the Act.
